Here he rose to the top position of Chairman and Managing Director and also served the erstwhile Oil Coordination Committee of the Ministry of Petroleum and Natural Gas.

He has also been elected to the board of World LPGas Association as its Vice-President representing the Asia Region.

He is also Chairman of Petroleum Federation of India (PetroFed), representing oil industry organizations, and the Council of Indian Employers. As the chairman of the Indian Oil, Behuria has been responsible for transforming it into a major, diversified, transnational integrated energy company. An ambitious leader, Behuria has set a target for the Indian Oil to reach US$ 60 billion revenues by the year 2010-11 from the current earnings of US$ 41 billion.
In fact, Behuria has done commendable work of consolidation in the core areas of refining and marketing apart from pursuing a string of strategic initiatives across the hydrocarbon value chain for forward integration into petrochemicals. He has also contributed in the exploration and production of oil, and diversification into natural gas business, besides globalisation of marketing operations.
